The official answer is no. Tithe is not a vote. It is not a grant. It is not your private lever for reforming Silver Spring. The church says the tenth already belongs to God, and the local conference is the storehouse. You return it through the church where you hold membership. Pastors get paid on a shared scale. Mission fields you will never visit get funded. That is the design.
The design has a point. If every member routed the tenth toward the preacher they like, the ministry they follow, or the cause that currently offends them least, the poorer churches would starve and the loudest brands would feast. Ellen White was blunt about this. Do not keep the tithe because you dislike the management. Complain in the right rooms. Do not appoint yourself treasurer of the sacred portion.
Plenty of members still appoint themselves. They have reasons. A conference they no longer trust. A ministry that actually visits the sick. A project that feels more concrete than another departmental salary. Independent groups will take the check and call it faithfulness. Conferences will call it robbery. Both sides can find a quotation.
Offerings are the place for preference. Tithe is the place where we admit we do not run the universe. The system is imperfect. So are we. The adults in the room return the tenth, give extra where they see real need, and stay in the conversation instead of disappearing with the envelope. God can work with that. He has for a long time.
